OpenPeppol is the international four-corner network for cross-border B2B and B2G invoicing. Invopop connects you through a single integration as your Access Point, generating Peppol BIS 3.0 in UBL or CII, validating against EN 16931, and routing documents in both directions.
Bidirectional exchange
Send invoices to any Peppol participant and automatically receive inbound documents through one integration.
UBL and CII
Generate both Peppol BIS Billing UBL 3.0 and UN/CEFACT CII from a single GOBL source, with Invopop handling the conversion.
Participant registration
Register companies as Peppol participants via API, including proof-of-ownership validation for platforms onboarding many merchants.
Participant ID lookup
Validate recipient IDs before sending, derived automatically from VAT numbers or local business identifiers.
Visibility control
Configure each party's presence across the SMP, SML, and Peppol Directory.

The act on the exchange of e-invoices is published in the Official Gazette (Uradni list RS 85/2025).
E-invoicing systems enforced to date
Public bodies receive e-invoices through UJP, which accepts Peppol. B2B e-invoicing is voluntary until 2028.
